A segment does not want it at all
A segment wants it everywhere--truck stops, 7-11 etc
A segment wants it in just casino's
They are all getting contributions from the bottom two segments. The top segment is praying against it

Just imagine if Texas gets what we got 30 years ago. Shreveport will become Gary, Indiana. Dallas fuels the place on weekends.
Now is as good a time as any in case that does happen (Texas will never get sportsbooks).
But yep...everyone has pretty much given you the answer. Politicians do not get into politics for bettering you and me.
