Louisiana Laws that enable forced closures

I'm not starting this to debate whether the recent measures JBE has taken are appropriate, but rather to discuss which laws give him the authority. I found this:

CHAPTER 6. THE LOUISIANA HOMELAND SECURITY AND

EMERGENCY ASSISTANCE AND DISASTER ACT

...but I'm not sure if there are other things we should be looking at.

I'm also seeing that Martial Law doesn't exist in Louisiana, only at the federal level and maybe other states. Does anyone know if that's true?

Guessing this gives him power to whatever he deems necessary:

Of course, and I don't mean to complain here. There are plenty of other threads for that. I'm just curious how far he can legally go, what laws support him, etc.
