Louisiana - no more "judge shopping" for bench trials

Automatic reassignment for bench trials becomes law in August

Is this is a step in the right direction by keeping sympathetic judges in bench trials from letting these criminals walk?

In the most recent legislative session, Rep. Josh Carlson, R- Lafayette, proposed House Bill 310 to change the way cases are handled. Under that bill, which the governor signed into law May 29, if a defendant waives the right to a jury trial and opts for a bench trial, the case would be randomly assigned to a different judge in the same court system. It would not apply in court districts with two or fewer criminal judges.

I'm relatively sure this is mostly designed for Baton Rouge and New Orleans. It could cut both ways - you might be in front of the tough judge and the shuffle gives you a more lenient judge.

How is it randomly assigned?
Is it like in DC where it’s random but boasberg gets every case he wants to tip the scales in
