The victim does not have power to decide whether or not someone is charged. As a matter of practice they are often consulted. As a matter of law it is up to the police to determine if someone is arrested and to the DA if prosecution occurs.

It’s pretty simple. Many times genders are reversed. Women will get the crap beat out of them and not press charges out of fear. Over the years many places have now said the jurisdiction can press charges without victims help because many times victims were not willing to talk out of fear. Many places the cop wouldn’t have a choice if he witnesses it first hand.
