The technology needed to do this has been around for 100 years, and I'm not aware of any recent breakthroughs that suddenly make this an attractive approach. So, why now?
One problem that jumps out to me - Both the pressure and temperature are going to decrease running through the engine (either piston or turbine) so you need the N2 to be superheated. That means you need a sizeable heat exchanger if you are going to heat it with the ambient air. (Gas-to-gas heat exchangers need to be large.) I'm very skeptical.
It might be viable for fleet use, especially at a facility that already stores and uses large quantities of LN2. Moreso if the government is going to give you a big subsidy.

At a minimum, an ambient vaporizer. Which would have to be sizable, thus inefficient. 2'x4'x6' vaporizer can handle around 2600 scfh without freezing up. I'd like to see this turd in action though.

Feedstock for making Ammonia is natural gas. Similarly to ICE every carbon atom consumed releases a CO2 molecule besides the energy needed to make it.
