Levee Board Police Do Traffic Enforcement?

Obviously I hope the JPSO officer is ok (looks like he/she is) and the woman is going to be in a lot of trouble.
Here is how it started:
I had no idea levee district police had traffic enforcement jurisdiction. Depending on where it was on Causeway, I could see the Causeway police having jurisdiction.

One time I saw a NOLA housing authority officer doing a traffic stop out on Eylsian Fields Blvd.
I was perplexed.

And I've also seen department of homeland security doing a traffic stop out on I10 by Lake Charles, accompanied by Border patrol

Not sure if it's legal, but I got pulled over by a Levee Board Police Officer about a year ago.
Long story short, an unmarked Levee PO was driving like an a-hole, I honked and flipped him off, and he pulled me over. Didn't get a ticket because I didn't do anything illegal

Got popped MANY years ago on Leon C. Simon Boulevard between U.N.O. and the intersection with Robert E. Lee Boulevard. There was that school, there, on the far corner (downtown/river) of the intersection.
The school zone extended almost an entire block up Leon C. Simon, and the entire lake side of Leon C. Simon and Robert E. Lee has levees and is patrolled by the Levee Board. I was doing 30 in a 25 school zone.
