Kinda defeats the whole purpose of replenishing the lost TOPS money?
Unless they ALL 'win' the essay contest, they still can't get money to make up for TOPS. 1st the state tells the Nope, then this contest does the same
They should have just announced the contest, and left TOPS out of it.
