I think that's severely overhyped if not outright false. Of course the big issue there is that they're not allowed to use banks so they have to keep am enormous amount of cash on hand.

law enforcement and lawyer association would rather the state go bankrupt than give up their cash cow = incarcerating folks (mostly the brothers) for petty weed shite. all about the $$$$.
