The state might set the guidelines, but each parish has its own assessor and those guys like to get reelected.

A few counties in MS have lower property tax rates than a few LA parishes, OVERALL. We have very cheap property taxes.
In the 1980's a cow, a trough and a bale of hay would be on empty lots in downtown Houston to get rancher property tax rates. funny to see
