LA Manufacturer License Plate

I just saw one of these for the first time. Like a dealer plate but said manufacturer. Does this mean he’s making cars in Louisiana?

Every state has one
Most common is if you do custom work on vehicles and it is currently registered to the manufacturer. Like converting trucks into whatever. Counts as manufacturing.
Not that common. Cant be commercial vehicles most of the time.
