He's not that dumb. He knew FEMA would pay to replace the whole fleet. Parked them there on purpose with no intention of using them
Except FEMA didn't, they barely replaced 1/3 of the buses. It wasn't a big deal for a few years after Katrina because the population was so low but now the City's population is back up the transit system hasn't been able to keep up because of lack of buses.
I know most people on here don't give a damn about public transit but having those buses will matter to a lot of people in Houston when the City is back up and running.
Last, Nagin was that dumb and so am I since I voted for him.

It's really not that hard to look more competent than NOLA leaders/crooks that served during Katrina
I also think that what needs to be repaired in Houston will occur much more quickly.

Landrieu isn't any better. New Orleans is crippled by incompetence and corruption.
The governor's office at the time was also a complete disgrace.

You have a 24 hour notice......Tell me where would you have moved 300 buses as a CAT 5 storm was approaching your city?
Ooh, ooh, I know I know... the lowest spot in your city!!!

This wasn't about evacuation, it was about the cost of replacing these buses which you and I and the rest of the taxpayers of America had to pay for because of incompetence. Even 12 years later RTA still hasn't been able to replace all of the buses that were flooded.
Plus had the buses been moved to high ground, they could have been used after the levees broke.

I am not from that city but my guess is that any area not elevated is pretty close to the lowest part. Now give me a few days and access to some elevation data and those buses would have been safely parked.
Amazing how a city that is below sea level did not have this thought out prior to a cat 5 hurricane on their door. Inexcusable.

Lessons were learned in our country people. Emergency preparedness came a long ways post Katrina

Probably hoping he could get a federal grant to replace the buses after flooding.

Okay I'll wait.

Give me your plan to move 300 buses to a safe high and dry location in 24 hours. The storm hit Monday morning, the levees broke around 10 am Monday morning and the city didn't call for evacuations until Saturday around 12 noon. Now keep in mind, the interstate is bumper to bumper full of people contraflowing out of the city in all directions most of the day Saturday and all day Sunday.
