Actually they did something similar around University Hospital in New Orleans so the med students wouldn't get murdered.

No but they have below freezing temperatures and snow, and people still ride in those conditions. It can also get pretty warm there.

It's not like there is a gridlock of bike commuters in Denver from what I saw, at least where I was located near the foothills. There were some. Many would shower at work, because as I noted it can still get pretty warm there in the summer.
I'm not comparing cities. Yes, Denver weather is overall more pleasant than in BR.
What I said was that hopefully this spurns a shift to being more active. Just to get people out of the house and outside. Look at the Tammany Trace... that thing sees a ton of traffic especially on the weekends.

So if this new bike path though beautiful NBR causes the death rate in that area to spike, will they become offended with hurt feelings then and want the path removed?

All Brec is doing is building a bike path to no where. Not many people will use it.

It was my understanding they are doing this as sections become viable. For example, the Kenilworth-Quail path was completed because of the donation from Pennington for the land. It moved ahead or up the list because it was shovel ready.
I want to say the mall path and subsequent connection that went by St George was completed in 2013-2014. I remember riding it when I saw it was done and wondering where the bridge was. I think they had some design and funding issues, as the majority of the path was funded with a partnership between BCBS and BREC. I would imagine the development of the new retail/residential area behind the theater also could have caused some issues.
I could be completely wrong on all of this, these are things I've heard over the past few years.
I think overall, while the building of these paths seems haphazard, there is a legitimate plan that was part of Imagine Your Parks II and should be on track to be completed in the timeframe outlined in the plan.

People certainly wont use it if it isn't built. As another poster said, you can see daily use on the Kenilworth-Quail path, where no straight connection existed before.
I've said in the past, at least with these projects BREC is completing, we can see something tangible from the property tax dollars we spend each year. Much better than watching Tarsha and her cohorts at the EBR COA park their new leased Mercedes and Escalades out front of their office.

Rain has no effect on the huge number of people that bicycle to work in Seattle, the city and businesses are very accommodating, locker rooms and showers are very common in office buildings, people ride to work, then shower and dress.
