Job Interview Sequence

I've been interviewing for a job and the sequence has gone like this.
Phone Interview with Corp. Recruiter > Phone Interview with Regional Manager > In Person Interview with Regional Manager & General Manager > Teams Interview with panel of 2 Regional Managers I wouldn't be working for and a human resources person.
My question is would it not make more sense to have the panel interview before the in-person interview with your direct managers and the managers had to travel for this interview?

HR people need to justify their existence so they over complicate this.

Processes that made zero sense felt like the rule rather than the exception during my decade plus experience working for those size companies. Couldn't be happier being out from under it.

My (much younger) wife, God bless her, is the North American Director of HR and Talent Acquisition for a major international Fortune 500 company.
She's taught me one thing over the years by observing her. The higher the position you are seeking, the more hoops and panels and interviews ,by phone, video amd in-person, you're going-to have-to jump through.
It's insane.
She will even travel, occasionally, to meet-with and interview people from time to time under the guise of visiting the regional offices or facilities for walk throughs but, these days, she'll sometimes travel to meet with someone they really want at their home or a local meeting place.
It is amazing to me how competitive things are when it comes to hiring good people these days - head hunting - but that's the thing. Finding really good people these days is not easy, from what I understand. The best companies have a system.
Promoting from within has become a big thing for the larger companies but you always need new blood.
She just told me (after I read her your post) that the six step process is fairly standard these days and it only goes up the higher up the ladder you are interviewing-for ... you just start the process at a higher level.

Aside from the BS you’re already aware of, you’d be amazed at how much of this comes down to internal politics and schoolyard level “hurt feelings.”
An attorney at my previous F500 company wouldn’t let paralegals interview prospective attorneys…even if the paralegals would be working for/with the newly hired attorney. Also, when my company merged with another one, they had to have “”””internal stakeholders”””” from BOTH sides interview candidates.
That’s how I went through 8 rounds of interviews for an $80k/year job. It was greatly indicative of how much unnecessary bullshite went on.
The best interview sequence I’ve ever had was for an attorney job at Comcast. 1 phone interview with the HR screening person to make sure I wasn’t a psycho. 1 Teams interview with the hiring manager who offered me the job at the end. And then 1 final “meet the team” style informal interview. It was great.

Seems likely that either your future boss has no power, or you're interviewing at one of those "collaborative" organizations where nobody has the final say.

No, but they do know I'm in the final interview stages with another company so that may be the reason.
