If that's the job you want, I would contact them. I would probably send at least a semi formal to casual email or a phone call instead of a casual text.
I'd probably do the phone call so I could get a better feel.

As an exec I can tell you the 3-4 week talk usually means this position (not the person) is not considered vital to operation (at this point and time) and is on hold due to budget management.
So
1. Definitely contact HR but better yet contact the Hiring manager- HR has no hiring authority.
2. Enquire if the 3-4 week deadline to hire you is FIRM.
3. If the 3-4 week deadline gets moved- you may want to pursue you other options
4. Finally, do not seem desperate - You may indicte you are highly interested but you do have other offers.
The goal for you is to tactfully sale yourself, make yourself a desirable commodity that the company is not willing to risk losing.
So

Call me skeptical, but I read that as a cheap response. You might be the top candidate yet, but they aren't sold. They're looking around more. Using other means to try and drum up applicants.

Pretty much always ok to do this after a couple of weeks. You have to be prepared for something you might not want to hear though.
