What's not to understand? After the initial exodus from NOLA caused by Katrina, every year since has had more people moving to NOLA from other cities than the number of NOLA residents who left town.
High crime, high taxes, corrupt politicians, and more opportunity elsewhere tends to cause that. NOLA is on its way to becoming the next Detroit, but with gumbo.

Id guess its from people in the oil industry who follow the money when oil prices dropped so low and people were getting laid off.
