it is not illegal to be fat in Japan, and citizens face no fines or legal punishments for exceeding the limits
Instead of penalizing individuals, the law holds companies and local governments responsible, urging them to meet health improvement targets or face higher healthcare contribution costs
Do Those costs not get passed down? And doesn't it open the door for discrimination when hiring?
