Exactly what I was thinking. I presume they dont have any type of aircraft aka, a fighter jet, to launch, so they just need the explosive warhead. You can make a similar charge for way cheaper than buying a fricking air to air missile. For the same money you could buy several premade bombs from some Arab who would be happy to make them.
This is odd and seems like some straight up propaganda.
