We're doing it now with our 3 year old.
She's never been thrown into the water once.
We're on week 3. She's learned to float and grab the edge of the pool. She's now learning to flip over from the float go under water and kick to the steps or the edge.
There are lots of tears though. My kid doesn't like trying new things so I'm not that surprised. She really doesn't like it though and even faked being sick the other day to get out of it.
It's like she'll get comfortable with one part and be ok (floating) but then has to move on and the fear starts over.
It's not cheap either. Our instructor is very nice and patient.
We do 10 minutes a day 5 days a week one kid at a time. I see some of the kids doing refreshers with her and they're pretty good swimmers.

I highly recommend private lessons. The one on one aspect is great for add or fearful children.
