Is There A Good Way To Approach Someone To Suggest They Should See If They Are Bipolar?

I know someone being moody doesn't mean they are bipolar, but if these mood chances have become worse and this person is now starting to act out in away that can be described as impulsive behavior, I would imagine just up and suggesting to them they need to go see a doctor because they might be bipolar isn't the best way to go about it right?
Someone I know called me earlier and this is a situation his family is experiencing with his younger sister. He told me all about it, I think he just had to let out his frustration, but he said they have no idea what to do. Does anyone have an experience with a similar situation? What got you or the person you know to seek help?

Have experience with it.
Sorry to say nothing will help. I've dealt with numerous bipolar people throughout my life. Family and friends as well as in a work setting and I've never known a single bipolar success story. Even with medication they all fall off the wagon numerous times throughout their lives.
At best it's a matter of measuring frequency and intensity - how far do they fall and how much destruction is caused before they pick up the pieces and start again, and then how mich time elapses until next time. It might be years or even decades and that's the best you can hope for IMO. But they'll struggle with it until the day they die.

From the limited time I’ve ventured the O-T, everyone’s mood seems to quickly damper when they see a post from you.
Maybe have another person test this person as you seem to cause drastic mood swings on nearly everyone anyway.

The only reason I am asking this is because I had nothing to say to them. I didn't want to say "I am sure she is fine, just give it some time". He was just venting and I don't think he was looking for any answers, but from a few things he said it seems to be taking a toll on his parents, which I think he was the most concerned about.
But according to him, if they even suggest she gets some type of help she gets pissed and he said that sometimes she "goes crazy". She might not even be bipolar, she might be dealing with something else, but either way.. It can see why he is worried about his parents.
