There is an argument for this IMO. Let it leak instead if making a grand announcement. That way it slowly makes its way around and "people" don't have time to organize and whatnot. There would still be a possibility of protest or whatever but it does seem like making a spectacle of it is a can of gas compared to a smoldering fire.

I wonder if the quotes in the story was done on purpose by the advocate. The city is being run by imbeciles.
