Muriatic acid works well

Motor oil is pretty good at removing rust from chrome. But, if you're just soaking, you're only going to get it superficially.
I'd recommend a Breakfree CLP type oil which with one pass should take the rust off, penetrate the metal and protect it against the corrosion spreading.
