I think that's actually the DEA. If the FDA were presented the proper data they might be able to work with the DEA to reschedule from 1 to 2 given proven medical applications, but I don't know if or when anyone has attempted to present such a case. I've always been under the impression that the DEA was the bigger roadblock here.

Before pot was a criminal offense, I didn’t know anyone on some sort of mental or mood prescribed drugs.
