What? I’m pretty sure they are concerned about any crime is perpetrated upon them. I suppose they could say that the white community only seems to be concerned with black crime. However, in my opinion that would be incorrect as well.

It's not the "black community", it's black people who think or pretend to be the voice of the "black community".
It's not different than any other person (or group) seeking power. They have a following and they know what to say in order to get their people to make noise for them. Politicians doing it all the time.
