I think you only need a license for more than one passenger. Any yahoo can fly a single passenger ultralight

Flew one scouting deer in Saskatchewan a few years back. A lot of fun on a calm day, winds and gusts not so much. Engines are actually pretty good from my experience. Rotax I believe.

He has good reason to. GA is a great and fun, if you have enough money to waste go for it but understand that you're burning $100 bills with every trip. If you're cool with that then more power to you.
