They really need to evaluate how they do police chase. There is a lot put in harms way when they start high speed chasing. Would using drones be something that would be effective? Police starts chasing, get a drone in the air call off the chase then track the vehicle with drone. Or maybe put two drones up and then communicate on the grown while watching where they are going. I am not sure how effective that would be and there would be a need for multiple drones so that if the car is traveling a long time and the drone battery started to run low, another one could be put up.
Then there is the range issue, but there are drones you can fly as for as 22-23 miles.. But they are expensive.. They would be logistically limited maybe? But there has to be another, more safe way.

Criminals aren't typically ones to ensure that their paperwork is up to date.
Maybe in rural areas, there are cameras all over the place to positively ID people and also use cell phone data to verify who was in the car. Urban areas where it is more danger to chase have a lot of options to ID people in their own family cars. Car thieves it definitely gets trickier.

BRPD used to have an unwritten policy that if your pursuit crossed the Mississippi River bridge into West baton Rouge. You were to stop the chase at the top of the bridge. This was to prevent BRPD from getting hit by bullets when the car reached the bottom of the bridge.

Recently here we had a motorcycle chase until he crashed and died; he was simply running to avoid a traffic stop.
Put my family at risk for a traffic stop. Tell me, is that worth it?
