Most off the rack suits have more fabric than needed in that area in case the man who buys it hunches forward. Very few men actually have a posture like that, but you can’t add fabric in an alteration, so that’s how they make them.
And if it were an easy or common alteration, you wouldn’t see most men walking around with that bunching of fabric just below their collar.

I have 4 suits and a tux from them. I am impressed with the consistent fit once you get it right and the quality of the fabric.
