Probably chaos. First, traffic would suck because no one would pay attention to the rules of the road. Then people would disappear every time they got into a disagreement with someone. Theft would skyrocket and the economy would collapse. Lots of farm animals in Arkansas would have to be moved for their own safety.

If you just pulled the rug out and said everything is legal? It'd be chaos caused by mostly the 1% temporarily. Then your normal, usual law abiding citizens would band together and enact some sort of militia/rule of law. The 1% wouldn't rule long.
