I'm not saying things aren't corrupt in EBR, NO, Shreveport, etc., but most people would be shocked at the lack of accountability and oversight for most of the small city/town governments in this state. Its generally harder to get away with long-term high-level corruption in bigger cities because more people are paying attention.

However, many of these small town/city governments have been breaking the law both purposely and inadvertently for years. But the amount of money is relatively smaller so its rare for the state or feds to get involved.
