I think my trashy neighbor's dog killed my cat

It isnt uncommon for people in my trailer park in slidell to have dogs, but this guy gets drunk and leaves his dog outside barking all night. he probably passes out and doesnt hear it, but we do. on top of that, it is always getting in fights with our pitbulls. worse yet his whole family seems to be a bunch of degenerates. the oldest kid got suspended from school because he was having sex with his teacher.

Anyway, I have a pure bred persian cat that we were expecting to deliver a litter in the next few weeks to sell on craigslist. my neighbor in the trailer next to me has a rottweiler they keep chained up to his old rusted buick that i think got a hold of my cat last night. living in a trailer, we dont have ac and it must have gotten out thru a cracked window or open door.

i want to confront him, but i dont think he has the means or intelligence to get rid of the rottweiler. should i just cut the damn thing loose from it chain on the car, or do i feed it some chocolate soaked in anti-freeze?
