It's usually backed up daily westbound for a few reasons.

-people don't pay attention to when traffic is moving and take to long to accelerate

-ridiculous amounts of 18 wheelers which take a ridiculously long time to accelerate

-usually an accident of some sort

-again, people don't pay attention
