Honestly, if you have any doubts at all, get them out before this happens. As Louisiana learned, the time to evacuate is before it's a life or death situation. A lot of people who thought they'd never flood woke up to find a river running through their living room.

And don't just go to the next town. I'd unass the area completely. This is going to be a widespread event.

If they end up on the NE side of the storm it could push water into the bay. However, unless the storm gets huge I wouldn't expect the storm surge to be a big factor.

If they are that close to the water, I would get them out. Even a Cat 1 can push water in. Flooded, stranded, no power, hot as balls sucks.

How much elevation difference is there between your parents' house and the water? Could be looking at a 5' or so storm surge, so their house/cars flooding or them being unable to get out once the water comes up would be a concern...especially if your parents are up in age.

Also a good chance of being without power for an extended length of time unless they have a generator. Since they're so close to the water, best thing would be for them to find somewhere to go a little ways inland to be safe

It is a place, like Orange or Vidor that folks try to work their way OUT of.

Bad Texas, waterfront or not, can be really bad.
