How Would You Run A Country If Given The Following?

Lets say the following states broke off into its own country and you were picked to lead this new country:
California, Oregon, Washington, Idaho, Nevada and Arizona.
All the citizens would be removed. All the cities would be leveled, you would have it all in its natural state. It would be like it was before it was developed.
How would you raise money for the country, where would you establish a capital, etc?

start out trading with the 5,000 inhabitants
Sell strategically placed pieces of land to the US military...use that money to...
build some casinos and heavily advertise to the US. Use that money to...

Now this is what I am talking about.. Something like this.
You would need the money, which selling off some land would help generate, reestablish Las Vegas, which would create jobs, which would result in more people moving into your country. More people. more tax dollars, etc. etc

5000 people? We'd literally all die/resort to cannibalism before we could get anything going without outside support & with everything being levelled.
