No, that makes a ton of sense but available testing is the issue right now, not HIPAA. Every health care provider, pharmacy staff, ems provider, cop, etc really needs to be tested for obvious reasons. Can barely test the obviously symptomatic at this point, however.

Some residents can come and go without help -- e.g., independent living in Lambeth. In addition to staff and visitors, it could be that IL residents picked it up and brought it home.
