I did, Atlantis will make you creative and aware. You can feel more driven, full of energy and increased thinking capabilities. Not as hallucinogenic as other fungi. The girlfriend now has a bouquet of wild portland roses in the kitchen. Had a badass walk all day and now just relaxing and settling down

If you enlist in the Army, you're given tests to find out what sorts of work you're likely able to do.
You do get a choice; when your scores are done you're shown your options before you sign up. If you don't like any of the options, you're allowed to retest later on after some period and try again or explore other branches' opportunities, or even remain a civilian.
Many universities and corporate bodies also have testing and certification frameworks established. It's not the bad really. It is a way to achieve and maintain meritocracy.
Now, that cartoon depicts a warped, shitty version of what we're discussing. A good implementation of it ensures positions are filled by qualified people, maximizes individuals chances of reaching their greatest potential and the keeps red-tape to a bare minimum.
