Torres is too busy making money to run for mayor. Too many conflicts of interest.
He does seem to get basic concepts of what needs to happen in the city. Protect and promote tourism, be upfront with corruption, rebuild the blight in the city, money solves a lot of the problems.

Hundreds of out of state very rich multi-millioniares have flocked to the city, along with privileged rich hipster youth, since Katrina. Million - 3 million house sales are hot right now.

She can't answer "where you went to school?" sufficiently and her grandma wasn't born at Charity hospital.
