The OP is referring to Caller ID with a name from a directory.
Some carriers have it. Since I switched to AT&T it shows some name information on some calls, but others it still doesn’t. It appears only on AT&T customer to customer calls and some landline to cellular calls.
Sometimes it will also just show the city and state from where the call originated.

One thing I noticed about caller with AT&,T was that it depended on which tower you hit. I could be in my home market and it said unknown.
In Arlington, Tx it showed the number.
