Why would we assume that?
After all, one of the stress factors in the leadup to WWI was a scramble for empire among the "have nots" (new nations such as Germany, Japan, & Italy and late bloomers [in the more recent imperialism sense] like the Russians), primarily in Africa and Asia.
The same kind of land-grab happened after WWI in Asia and the Middle East, with the Japanese looking to grab German and former Russian territories/concessions in China; and the French and British chopping up Syria, Lebanon, Palestine, and Iraq. That scramble worked out swell, didn't it?

Pearl Harbor would have only had the US directly fighting Japan had Hitler not declared war on the US. Lend-Lease and unrestricted submarine warfare were making US-Germany relations very contentious. You could argue support for war against Japan made supporting war in europe easier.
