It's actually the Flettner "synchropter". It was built in Germany during WWII and is the first production helicopter in history...

Ahhh, Those are barrage balloons. They used them to Break up bomber formations.

The aircraft above is a British Wellington bomber that's equipped with an anti-magnetic mine device. Basically the ring generated an electromagnetic current to detonate magnetic naval mines in the water as the aircraft flew over.
