Those are Red Army soldiers and those are German Standards. But where are they? What is going on? And what are they about to do?

No. The picture you're talking about is this, right?
That's actually the giant stadium in Nuremberg where the Nazi's had held their rallys...
As for blowing it up, that was done by American troops.

Well back to the original picture of the Red Army soldiers.
They're in Moscow. It's May 1945 and they are celebrating the first Victory Day parade. Those German Standards were rushed back from Germany where they were captured so the Soviets could parade them through red square. After the standards are paraded through Red Square and are lowered before Stalin and the Politburo, they are cast down at the base of Lenin's tomb....

That's in Red Square - St. Basil's is behind that line of troops - that is the fort on the Kremlin Wall with the clock.
