Help with concrete floor

My parents moved into a house with a painted concrete floor. It apparently has some kind of seal on it, and something was spilled that ate the sealant away.
Anybody know what to buy to repair this?

Looks like scaling. It happens to concrete floors sometimes if the finishers added water to it while floating it.

Could be a sperm whale or a dolphin depending on which way you are looking at it.

Generally you're going to want to look into replacing it with hardwood, brick, or stone.
