MY parents have a live oak nearly that dia that was planted in 1980. Many factors will determine size:age.

My buddy and I bought one Live Oak each same size 12 ft tall maybe 4 inch diameter. Mine is planted on a slop so does not get as much water as his in a low spot that gets tons of water. His is 2 1/2 bigger in diameter. Environmental factors matter. We live in the same town.

Not only environmental factors, but fertilization makes a live oak grow at a vastly accelerated rate. I planted a couple of live oaks 20 years ago and they are bigger than many neighbors trees that are older. The difference is I fertilize the trees twice a year.
