Headlights for 1999 Toyota Camry

I have to turn my engine off to get the lights turn off which sucks because I drive on a military base occasionally and you're supposed to turn your lights off as you're coming up to the gate. And I also ride a ferry and I need to turn my lights off which means I need to turn the engine off. Which also turns the A/C off. So my vents just blow out humid arse air.
Is there anyway to get around this? It's the only knock I have against this car.

Parking brake. Even if it's barely pressed in it will turn the lights off
