Ok, about eye for an eye/appropriate response to a threat, according to the PPCT System used by many law enforcement agencies:
(Not an exact quote from the book, but the general language with which this is taught to law enforcement trainees)
In order to gain control, an officer is allowed to respond to resistance with equal or one level higher control tactics than the type of resistance encountered. So, she presented active aggression (punching first officer), the equal level of response as per PPCT is hard empty hands or intermediate weapons (chemical weapons or Taser). Second officer chose hard empty hands ( punched her). There are some “exceptions/qualifiers that enters in, but way too deep to go into here but, in general, as a long time instructor of the system, he very likely wouldhave been in the clear if he had tased or pepper sprayed her.
This is VERY generalized, there’s way more to this system than could be explained here. It takes a 40 hour week of initial training and scheduled quarterly/bi-annual trainings for years to completely grasp the system.
An added thought, not all agencies provide appropriate training, whether it’s PPCT or Monadnock or some similar system.
