Imagine doing 10s of thousands in damage only to steal a couple thousand bucks.
Thieves should have to file their planned heists with insurance companies beforehand to determine whether a payout would be more efficient and cost effective than the repairs.

Did you know that stealing an ATM is not Bank Robbery, even though at ATM can have as much as 100,000 contained in it.
It is Grand Theft and carries a much lower penalty if caught.
