There clearly was a management error. Five people, two food orders - manager should have intervened. But, I'm sure had he or she intervened and said "everyone needs to pay" there would have been a racism accusation.

There is no winning here.

One of the funniest things due to these kind of situations is when restaurants make you put a credit card on file before ordering

Or when restaurants close for "renovations" when events which are predominantly attended by those types of people are held in the area.

Pretty sure you pay after, so how are they suppose to handle this? Go up to them and ask if they are all intending to pay? Stop serving them, because they assume they know what they are going to do?

In my experience, the waiter walks up to the table and asks each person what they would like to order. Sometimes there are folks in the party who don't want to eat and are there to socialize. They don't order and, as a result, don't get a plate. If the folks who didn't order later have a plate in front of them, the waiter, aware that said person said they weren't going to order originally, should not then bring them food without asking if they would now like to order. Not sure how that is confusing.
