Your friend was stating a fact. When you become an officer there are no consequences. It is the reason law enforcement is full of sociopathic violent animals. Every time a case like this happens its like an advertisement to every sociopath to join "the force".

over 300 complaints in recent years about that.
with 35,000 officers on the streets in NYPD percentage wise that isn't a huge amount, but still to high.

yeah the grand jury could have come back with a charge for that. but the prosecutor is the one calling the shots. So, frick that guy
You are wrong there, NYPD handles improper use of force. That is a violation of policy. The DA was only looking for violations of the law. The Feds will look into possible civil rights violations.

The only reason why there was no indictment is because the DA didn't want one.
I can believe this. So far the real evidence made public that I have seen would fit your explanation.
I never have liked the grand jury existence.

So, if you break the law or resist arrest then they can kill you?
If you are caught they MUST arrest you in NYC. It's their sworn job. The outcome of resisting arrest isn't known until the struggle is over.

Is that the country you want to live in?
Most definitely .... but not NYC. Not in a tax hungry area where it's an arrest for trying to make a few bucks selling LOOSE CIGARETTES.

And what law did this guy break? The selling cigarettes law?
Selling untaxed cigarettes that were brought in from another state. It sucks but it's the law.

Was he found guilty of breaking this law? Was the cop Judge Dredd?
Welllll, you went way over the top on this one. If you need an explanation you ain't very bright. .... but in a way, yes. He was caught in a sting operation which proved him guilty enough to be arrested and taken downtown. He initiated what was to follow. His mistake lead to him not even reaching Judge Dredd's court room.
