Sounds like they found a sucker. I don't know what the "inside out" method is but it sounds like something that requires removing the tire from the rim.
I've put plugs in tires and had no other issues. Those plugs will usually last until your tire is worn enough to replace.
And plugs don't cost out the arse. You get the kit for like $5 and do it yourself.
