Have someone weld a nut over the broken shank that doesn’t exceed the diameter. Then back it out with a socket.

Just get a heli-coil kit. They're not hard to use and work great.

I second this. I'm sure he has had it happen to him a dozen times, so he already has the tool and experience to get the bolt out.

By the time he purchases all the tools he would need to do it himself (that he may use 1 or 2 times), he could have simply used that same money to pay somebody else to do it.
