My initial thoughts were it was Russia in an attempt to jack up gas prices in the region. 2nd thought—and it may be completely wrong—but could it be a “green” terrorist organization trying to naively demonstrate the problem with dependence on gas/oil and further their ridiculous cause?

What countries have the capability of blowing a pipeline 300 ft underwater outside of the US and a couple Western European nations?

I’ve seen it mentioned that a small vessel could have easily dropped explosive devices near the pipelines and had them set on a timer or other detonation methods to go off later
