Common sense has left building. Why is the best qualified not the focus of this. Why are blacks not enrolling in BRPD? I am confused how making a residency requirement solves this issue.

I turned it off. I live in Virginia but this seemed interesting for 30 minutes. I look forward to seeing them vote this down and BR being brought to heel by all those lawsuits for days by the local chapter of NAACP.
